what forms governments..... factors??

Good question, Yahoo answered came up four years ago, I'm going to ask again to see what the response might be!

here it is: What factors that would form a government type, like monarchy. I imagine that monarchies formed first? After monarchies, there would be first that real attachment to basic primal human concept of authority. Then we changed. What are the factors that make a democracy, or a dictatorship?
